Can I trust paycity.co.za?

I received a fine last year and paid it through paycity on 10 November 2023. So I was unpleasantly surprised to receive another notice for the fine and the relevant municipality, on enquiry, stating that three months after I made payment, they still have not received any payment. This puts me in an awkward position and makes me wonder if paycity is trustworthy. I have proof of payment why was the money not paid to the municipality?
