BAD SERVICE PAYCITY

I have paid for my vehicle license in January and apparently they delivered my license on the 29th January, except I never received my license. I have emails on emails where I am asking for proof bit still no proof that I received my license disc. Its impossible to contact them, they don't respond to emails and I have paid for a service that I didn't get.

Please can anyone assist me how to speak to someone to resolve this issue. My license expire at the end of this month.
