Poor communication

I am actually disgusted in the way that the boss and management is handling the communication process at our work.We have noted that as of recently Tertius,who we only know as the guy working for head office starts to boss us around.We have had no communication from our boss or our management team that things have changed or that we have a new boss.Tertius has been in and out of our store more than usual and have been making decisions and giving orders to us.Can head office please come and explain to us if Tertius is taking over this shop as our boss and managers including Tertius is saying nothing.Please assist.
