Cancelled order still waiting for refund

I purchased a book via the Oxford University Press website believing it to be an e-Book. When I discovered it was a hard copy I immediately cancelled my order. The cancellation process was swift and painless. Unfortunately the company has yet to refund my money. Two weeks have now passed and I have spoken to 3 different people with regards to my refund it has not materialized.

Oxford's returns policy, which is not communicated anywhere on their website, requires that I provide them with a cancelled cheque or a copy of my banking details CERTIFIED by my bank. This requirement is ridiculously onerous given that:

1) They cancelled the order without more proof than my order number
2) I purchased the book in my personal capacity, using my personal bank details.

I don't have the time nor the inclination to go to my bank to get a certified letter when I have already provided my banking details, name, address, contact number and order number.

Additionally, Oxford's staff have taken the attitude that this is their policy and I should just do what they tell me or it will be my own fault if I don't get a refund.
