when ombudsman fails

I lodged query with Ombudsman for short insurance after a company appointed by Nedbank home insurance did a shoddy job. Nedbank was prepared to settle for R13000+ after submitting to me what appeared like a "cooked" quote from the company Nedbank appointed. The Ombudsman settled for the amount on the highly suspicious quote that does not meet the scale of work we needed to redo. So instead of R13000+, Ombudsman accepted R6000+ from Nedbank. This is really shocking and unfair. So where do I complain against Ombudsman
