UNANSWERED EMAILS AND PHONE CALLS

I have sent an email to OSTI and even now i have not received any kind of confirmation of recepit for my emails, I have called and told to speak to Lebo AS SHE DIRECTS all emails but this person is never in the office. i WONDER IF THE NATURE of my complaint will even be entertained because emails or calls are never answered.
