OSTI not sharing the evidence used in my case

This is regarding my OSTI case M591/19. I have referred a dispute that I had with my Insurer to OSTI, where OSTI made a decision in favour of the Insurer. Basically the Insurer, Old mutual iwyze rejected my claim , alleging that I was speeding during my accident. My only request is to be provided with the evidence in order to examine it and decide a way forward. On a letter sent to me dated 27 August 2019 , the OSTI states that they have the evidence in their possession that indicates that the vehicle exceeded the speed limit during the accident. I have emailed OSTI numerous times , they eventually sent me some files on the 28 October 2019 relating to my case, I reviewed those files and found that they still did not include any evidence other than the insurance letters claiming that according to the findings of their Expert , the vehicle exceeded the speed.

I have since persisted with emails to OSTI , where I finally got an email on 20 Jan 2020 from Joanne Sergel , stating that OSTI has provided me with everything they have on file. If the above is correct , then which specific evidence was the letter from OSTI to myself on 27 August 2019 referring to? Does this evidence even exist?

Let it be noted that my complaint (for now) is not about the decision made by OSTI on my case , but rather about not being provided with the evidence which was re**** on to reach the decision.
