OSTI not doing me justice and case administrators falling to do their jobs

My case has been with the osti from 2021, the dispute is with absa warranty insurance where i took my car for repairs via Absa warranty and the dealer are the once which contacted me that my insurance declined which they were not suppose to from the start(The insurance breached our contract). I paid R870 from my pocket apparently for diagnosis. I contacted the insurance who informed me there was a misunderstanding the car was covered for repairs. The dealer took in the car to repair on later stage they contact me again(breach of contract). Informing me my quotation has increased which they were suppose to contact absa. I asked them to return my car as there was incompetancy in doing things. The dealer called me and send email saying they looking for an independent assessor to diagnose my car and i refused. I asked no one should do anything to my car.( CPA states that the owner of the vehicle should approve any diagnosis done to their vehicles). The dealer asked for reassembling and assembling of the vehicle, the insurance agreed to pay the amount which was taken from my benefits. I asked the dealer when should i collect my car they informed i owe them money from the independent assessor(which i didnt authorized). I called the insurance to release my car they informed the issue is with me and the dealer. I have a contract with absa warranty not the dealer. I dont know which law allows me to answer to absa contractor. The OSTI given me two case numbers and the issue now is at an appealing stage. The first administrator said the insurance should try to resolve the issue and the insurance informed i owe the dealer money for storage fees, which is R120K presently and they wont release my vehicle. Even if i were to answer to the dealer the CPA contratual terms doesn't allow such. My main issue is why i must pay R 870 for diagnosis, i dont even know they occurred and didn't approve. The OSTI is falling me by not implementing justice and just not be straight forward with their findings and which laws support their recommendations. The last administrator said i dont have a case and when i asked for recordings she couldn't provide and i asked myself how did she investigate my case without even going through my recorded conversations with absa. I know administrator are human and can be ******* too, but they are working against the country laws especially what CPA stands for post apartheid. I pay for a car i don't have for almost two years and been using ecommerce services which equals the same amount of money i pay for the car monthly and CPA sworn to fight customers equality. Can my car be realesed. Just be clear and tell me which laws support your finds quote them. Now i have to do my reasech on south african laws because people fail to do their jobs.
