Organization is run like most HR departments - they represent and favor the Insurer!

It is not quite clear what you mean by “organization is run like most HR Departments”, so we cannot comment on this part of your statement.
We can however point out that OSTI is an impartial arbiter in disputes between insurers and their clients. We objectively consider each dispute based on the available evidence, and apply the law to the facts and circumstances to determine the outcome. We cannot find in favour of any party where the available evidence does not support the complaint or defence.
