she fail to delive what she promised

My young brother went to buy a bed and a stove,on the 01 -12-15 in thohoyando by 14:00,he paid the stove nd the bed,but later on they told him the stove increase so he can only collect the bed from the warehouse in shayandima,wen he came back to the store to check the stove if de price went down.witch it did by that time the ware house is closed,that make him to come back home with a bed only.I feel that is a store responsibility to deliver the store to a customer because they wasted his time,he was de from 2 to 5,but he only manager to get a bed but both bed and stove were paid
