Wrong chairs order

We ordered chairs that arrived very late when we were promised 7 days,paid full amount only to get chairs without arm rest,no chrome nothing close to what we have requested and we were forced to cancel the order as we have already incurred lots of charges on the order and now they are refusing to refund my R34 000 that I had paid,they don't answer their calls. They promised to refund with a minus of 20% up to so far nothing has been paid.
