What is the point of having a consumer protection act

I logged a complaint with the consumer protection act about a supplier that I had paid a deposit to, didn't pitch to install and didn't refund me. So the supplier basically stole my money.

That was in January.

I get a phonecall today from the consumer protection act to tell me they can't help me because the supplier doesn't answer their phonecalls or respond to their emails.

So basically if you are a supplier, who has a complaint laid against them, just ignore the consumer protection acts calls and emails and you will get away with whatever you are doing.

So basically the consumer protection act office is useless and there is no point even contacting them. Its just a waste of your time to fill in the form to lay the complaint.
