OCTOTEL: increase the price and decrease the service

According to MWEB, Octotel increased their costs which meant that the price of the package I'm on increased by R60 to R649 from R589. MWEB said the good news about the increase was that the speed would now be 15mbps (upload and download) and not 10mbps. This in NOT the case. The internet drops off intermittently, indicates unstable connection and speeds go to below 1mbps. Who is responsible for this? Is it MWEB or OCTOTEL?
