Paid all debts but can't get my clearance certificate

I went to octogen in 2015 if am not mistaken, I have paid up all my accounts. I sent paid up letters last month and I have been the 1 calling them for clearance certificate. The only response I get is that they have all my paid up letters, they will send me aftercare fees to pay, I have been waiting for that sms or email for 3 weeks now. And whenever I call they person I speak to also find it strange that the sms or email have not been sent as yet. Nesta Nell is the one who is suppose to send me those details. Am fed up really as I wants that clearance certificate so bad.
