Octogen clearance very

I’m currently confused with how things have turned out, I finished paying off my debts and all the other fees which were about 15k for this debt review process. I am now being asked to pay R690 for my clearance certificate to be issued, without the fee nothing will happen. How is that possible when I paid debt reconstruction fee, admin fee and all other fees which are settled before I even got to settle my accounts? I can’t really believe this..
