Fees payable before Clearance Certificate can be issued

I contacted Octogen in October for my name to be cleared from ITC. I was advised that I need to get the paid-up letters on all the accounts. I actioned it and sent through what was required. I received an email back to say that the team required the 2 outstanding accounts (which one was supp**** from the start) however I did send the paid-up letters. The one was an email from African Bank stating that I do not have any accounts outstanding. I contacted Octogen and confirmed whether it would be sufficient, and I was told yes. I never received feedback and I did do a follow-up today, just to be told that the email will not be accepted, and I require a letter. (This is very frustrating as I did ask that I get notified if this is unacceptable, and received no feedback) So, speaking to Resta today, she advised me that there is an outstanding amount of R517.50 payable by me before any clearance certificates can be issued. I did ask why I was not advised about this before, and I could get no answer. I did ask to speak to the Manager namely Juanri Leao - I held on for 40 minutes and eventually the call was dropped on Octogen's side. I got the paid up letter and sent it back to the team, I expressed my frustration about paying this fee as I did not get any good service from Octogen from the start and when I started with this process in Oct I was not advised about the fee applicable. I feel that it is unfair charging me this fee if I have been running around and getting everything done. If I knew about the fee upfront, even though still unfair, I would have been better prepared. I still did not get any calls back from Octogen today and speaking to Resta again after the paid-up letter was sent, she said that she is just doing what she is supposed to do. I'm happy to have further discussions around this topic.

I would just like to clarify the misconception around the the ITC Clearance that may be sorted within a week by other Debt Review Companies. this is factually not correct and legislatively not possible. The reason being, that the NCA is a legal process and we are in no way affiliated to the processes that are adhered to by the Credit Bureaus, no debt counsellor can perform any credit bureau functionality or instruct the Credit Bureau in any way. They act entirely independently.
In Fact, once the debt counsellor has issued your clearance certificate, he may no longer act on your behalf in terms of any issue, as the mandate that the debt counsellor held whilst you were under debt review is revoked by this action.
The Debt Counsellor will issue you with a copy of the clearance certificate and the accompanying documentation, which you are welcome to then submit to the credit bureaus to expedite the expunging of the debt review process.
I have requested that our clearance team reach out to you to explain in detail, but according to our records, i was able to determine that you made contact with our offices on or around the 15/12/2025 to actively pursue your clearance certificate.

If it is the case about the ITC clearance, why are you then listing me on ITC if you cannot remove me from ITC. I was given the contact numbers to request the clearance. (I will however refer this matter to the Council of Debt Collectors and the NCA for better clarity).
I also require further clarity about the fee as this was never explained to me.

It is true that you reached out to Octogen at the beginning of December, please bear in mind that you were not listed as being under debt review with Octogen at that point in time, this needed to be corrected first, prior to the commencement of the clearance process.
The information provided relating to the ITC listing and clearance process is 100 % correct. Even at the onset the debt counsellor does not update the ITC profile, this is done by the NCR once the Debt counsellor updates the status on the NCR database. This is done to inhibit the consumer from acquiring any further credit whilst under debt review. Likewise, once the clearance certificate is issued and submitted to the NCR and all credit providers concerned, the NCR will submit the relevant information to all credit bureaus to expunge all debt review listings. The Debt counsellors plays no part in either the listing or removal of the clients credit bureau information.
Should you wish to verify the information provided, you are welcome to enquire with the National Credit Regulator, the Council for Debt Collectors will not be in a position to advise or assist.
