NO FINANCE CARS

When I took contract with no finance cars I was told I will get car spare key at the end of the contract, I finished my contract in January I got the vehicle documents but there was no spare key, I have been doing follow up till today I don't have my car spare key, and they told me that sometimes it happens that you dont get spare key HOW...
