Where did they get permission to attain family cell numbers

Nimble try to call me with regards to something I still do not yet ,during working hours ,I missed their called and tried calling back with no answer ,when they couldn't get hold of me via cell they proceeded to contact family members of mine .....how and where did they get their numbers and who granted them permission to contact said family ,one of which has a serious medical condition and really doesnt need this unnecessary harassment ...
