No settlement letter after payment

I called the company in May 2015 asking for a settlement amount after my Capfin loan account was handed over to them,I was offered 25 percent on the amount which I paid same month. I called asking for proof of settlement which I'm still waiting for,to my suprise last week I received a collection sms,I called asking for an explanation I was asked to tell why I wanted the letter,which I did the consultant promised that the consultant who offerd me the discount will call me back as she is the 1 who gave me discount. I was a bit annoyed but I waited,no call came I received another sms and another call which I had to explain myself again,that 1 promised to escalate it,I sent an email -no response,I received a collection call by this time I was so frustrated I asked the consultant do they not write comments (wondering what's the point of recording if they do not use it)please assist these people are so ***********...I just need the settlement letter that was promised to me after paying
