No Transfering of funds

On the 10 October 2018 I app**** for a loan from Getbucks due to delays with pay-out, since then I've never received the funds however I've received an sms indicating a debit order has been setup on my account. I fail to understand how they can approve people without payment. I won’t apply for a loan if it wasn’t necessary. It's now 5 days later since applying. So I wonder when the service charges applies from. Afterall, this what they say on their website: “We've built our application process with you in mind. Our world class systems allow quick turnaround on your application and your bucks will be available within minutes”
