no delivery of promises

Promised to pay with in one hour. Loan was approved. Promised to pay before 1 due to system failure. Followed up and was promised to pay before 5. Followed up and was given a copied message of what I received 9 in the morning. Have an emergency payment... It is 7 at night... Wow! Almost 12 hours!!!!!! Emergency payment could not be made... Guess I will pay penalty... No reply received after 6 when I enquired again...<br>
