Delay in Payout

I've app**** for a short term loan on 10 October 2018, on the 11th I received a message that it will slightly longer for the funds to payout but that it will happen soon. On the 15th I queried again and the online consultant confirmed that they are experiencing technical difficulties and that the issue has not yet been resolved, I said that they must cancel my loan because I am paying interest on money that I have not received! On the 17th an online consultant confirmed that the issue has been resolved and that they are busy with the payouts. On the 18th I tried again, because I'm experiencing an emergency and the immediately reflected in my wallet where i transferred it to my bank account, more than 24 hours later the funds does not reflect where a online consultant confirmed that they are now experiencing technical difficulties with wallet payouts and can not give me date when the money will pay out! Can seriously not believe that this is the service I receive, if it is not the one thing it is the other! Please can someone give me clarity what is going on?
