Application done 03rd Feb - STILL NO PAYOUT

what is happening with Getbucks - i did an app on 3rd feb - still no payout received get daily excuses of they offline - then they doing manual payments - they have been doing manual payments for applications done on the 31st for 3 weeks now - what is happening - dont they have money - then they must just be honest!
