ripped of with tracker that is not working

A year ago I bought a car, which I insured with first for woman. They said they will install a tracker which the premiums will be included with my monthly premiums for the insurance, however altech Netstar will contact me to come and install. I was told that should I cancel my insurance I can continue with them if I like. The tracker was installed. 8 months later I was in a car accident and the car was a write off. Which the insurer at that time 1st for woman was informed and settled the bill. A year later I receive a statement a acall from credit collectors regarding the outstanding account for the same car which I don't have and from my understanding the car is in pieces. So what we're they tracking and what am I paying for. I signed a contract with the insurance and tracker was added which Netstar was a provide for 1st for woman. Since am not driving the car, I don't have it. What am I paying for? They rip you off by in talking something which doesn't even work. It's been a year since the accident and today am requested to pay for a tracker which is not operational! Someone is stupid or just want to get rich quick.
