Paid but no tracker

On the 12th of January 2016 i got a car and the Netstar safe and sound tracker was part of my finance and I was told by the Action Ford Roodepoort dealership that the tracker people will call me. Till today no contact has been made with me and when i call the altech netstar i get transferred from one agent to another until the call cuts and end up with no response or feedback. Worse whenever i get transferred i have to tell them the same story again. I have paid for this thing but my car doesn't have a tracking device
