Not debiting account for more than 3 months

for alomost 2 years i have netstar track and for more than 3months they havent been debiting my account,and when i call to test if my tracker is still working they said they wil get back to me and m still waiting even today,when i call they keep refering me to other company saying they are not debiting my account directly,i need someone to help
