Netstar R99 package is not helpful

I got a plan with netstar two months ago when I left we buy cars with my newly purchased car. I paid for device installation and was paying R99 per month. 3 days ago the car was ****** and they told me they can't recover my vehicle and that the package I took only tracks a car's movement when the car is in motion and when its stationery they cannot track it. They never specified all this and not I only find out after an emergency. I blame myself for not having all the details but for all R99 package owners if your car is stationary it cannot be tracked. It's a wireless device which is activated in an emergency situation.
