Huge let down in service

I'm currently under netstar plus group with wireless panic button added. whenever I press the panic button I do not receive calls as they promised. I now decided to downgrade from Netstar plus to Netstar Basic because I do not see a need for panic button. I was told that they are not allowed to downgrade me,the only options they have is to upgrade. They are so quick to upgrade you yet they are service is very poor. CAS-***-F2M7
