Pathetic service

I ordered flowers in the morning by 3 o clock I phoned as my friend was leaving work at 4, the call centre assured me that the flowers will be delivered in time. At 3:40 I called again still no delivery I was kept on the phone until 4 was put on hold and left I eventually hanged up. When I phoned the despatch centre I was told they didn't receive any instructions to deliver before 4 and that the driver would only deliver by 4:30 I told her it was too late to cancel and I wanted to speak to a manager. I asked 3 different people to speak to manager it is nearly 6:30 no one has called me. This is past pathetic
