No delivery and service

I made an online order for a delivery to my girlfriend Durban at work and it wasn't delivered due to not enough personal to do deliveries. If you ask it to be delivered to a business you would expect people to know that most people work from 8 to 4:30. And it says same day delivery then you expect it to be delivered for what you paying. It seems service it not of importance to people in South Africa in general. <br> So now how can one actually surprise someone on a special day if you can't even get it delivered on the day you need it to be.
