No delivery and billed x2

I have ordered long stem roses for my wife for Valentines day. The delivery was made but with a small bunch of short red roses. I contacted them and was told that they will send new roses. Nothing was delivered. I was told that the florist in Mosselbay would not replace it. The order was for R450 and they said they will give me an voucher for R250. I did not take this offer, and they promised the flowers will be delivered to my wife. Nothing to date! The last 3 emails to them was also ignored. Yesterday I was doing some admin, and found that they double charged me for the flowers. I have send them email regarding this, and no response.
