No delivery

I ordered flowers from netflorist on the 14th September to be delivered the next day. According to the terms and conditions, if the order is placed before 12h00 then the order will be delivered the same day. However i placed mine after 12h00 on the 14th and therefore requested delivery for the next day. I tracked my order online and it said that my order was out for delivery. It is 19h13 and my order has still not been delivered. Why guarantee delivery for the next day if processed after 12h00 the previous day and why state online that the order is out for delivery if it is not the case??????? These flowers were ordered for a special person for her birthday and she never received it!!!!! i demand an explanation!
