Missing roses in less than showstopping display

Ordered last minute and delivered on the today, so no issues there. Ordered showstopping cream roses. Description states 27 stemmed cream roses, but only 20 in bouquet delivered. Quite disappointing considering the cost of this item. Rest of items were fine.
