Inconvenient service!!!

Ordered flowers and a balloon for my wife yesterday to be delivered at her work before 2pm. The delivery guy entered the estate at 4pm, which was no longer a surprise for her because it was late and she was no longer at work. I had to drive to her work to collect it because I was told that if I change the address the flowers and balloon delivery cannot be guaranteed as they cannot tell me when it would be delivered. When I collected the delivery, there was no balloon but I was billed for the flowers and balloon? This is definitely not a convenient service!!!
