Flowers in poor condition and terrible at replacements/refunds

The flowers delivered for Valentines Day was is such poor condition. Net florist said they will replace it. They picked up the old flowers and now they tell me that they will refund me for the flowers minus the delivery fees and an extra 15% will be deducted as handling. No response from them regarding these charges when I queried this. They’re completely useless.
