False advertising - Personalised gown not inline with advert

The personalised gown I had ordered as a gift for Father's day did not meet the standards as advertised on Netflorist website which is very disappointing. The agent I spoke trying to get assistance advised that if I return the gown even for fixing, a 50% of the purchase price will be withheld as a penalty. How can I be penalised for Netflorist not delivering on the product promised through their adverti*****t?
