Delivered to wrong person

I ordered the silent night orchid that was in special to be delivered to the pavilion shopping centre <br> <br> Waited anxiously for my brother to call me expressing his delight after I received the email confirmation saying it was delivered however he never received it so who did u deliver it to ?!!! As the person who it was meant for certainly did not receive it
