Charged for an order not received by my recipient

I ordered a birthday cake to be delivered to a school. Netflorist delivered it after school and business hours (17:14), and no name is provided who accepted it. My intended recipient did not receive it. I don’t understand how Netflorist can deliver this, after school hours (or even business hours) when I clearly stated it was a school. Also how can they deliver an edible product to a person who is not the recipient during a pandemic. I have contacted Netflorist twice and have received no response. I am extremely disappointed in their poor service, carelessness and lack of response.
