Birthday order not being delivered on time

I had ordered a birthday cake from Netflorist to be delivered in the morning (2018-02-16). The Cake is not delivered and Netflorist has not communicated with me and I had to call them several times to find out what is happening with the order, however they still do not know when it will be delivered. The delivery was supposed to be a surprise of which now is being ruined by Netflorist. Their Adverti*****t are all lies as they fail to live up to what they promised customers, as things end up being delivered late with no one to receive the order.

Now as a customer I am told if I cancel I will get a 50% penalty for their flawed bad delivery service!!! This is against Consumer ACT.

I would not advise anyone to buy through Netflorist as they do not live to what they promised consumers, being inconvenient and ruining someone's unexpected surprise gift.
