Appalling and unreliable

Place an order early morning for birthday flowers to delivered to wife's office. Come 4pm, she has left work and netflorist is nowhere to be found. Upon calling for refund I'm told I will be billed because it's not 5pm. Second time I have been let down by these people in a similar manner
