They make you pay a consultation again for the same issue

Visited Dr Akpan on the 1st of September. During the week I felt worse and on Saturday made an appointment request online and no one got back to me. I called the rooms directly on the 9th of September wanting to make a follow up appointment and I was told I would need to pay a consultation fee again and if Dr does another ultrasound it will be more because it’s more than a week… I find this ridiculous that I have to pay for a consultation twice in a space of less than two weeks. Is this even Ethical? I would have understood if it was a month later or so
