Sunning hill hospital damaged my car and are stalling to pay

I took my mother to the hospital for her physio appointment as i always do, on our way out the boom gates malfunctioned and damaged my car tyres and scratched my car. To this day i am being told that top management of three different departments are n conflict about who must pay, and i have also spoken to some of those people they send me back and forth among themselves telling its this person who must pay or the other way around. I am ****ed because i am inconvenienced and they are sitting comfortably in their offices.
