Not disclosing hidden cost

I emailed my gynecologist's office (Dr M Botha) to book an appointment as I was experiencing cramps. Kathleen, her receptionist rep**** saying that the doctor is not available, but gave me another doctor's contact details within the hospital. I called Dr S Jackson on her recommendation, and asked if they were part of the same practice. Dr Jackson's receptionist said they were, but that they are just located on a different floor. After my appointment I noticed that they charged me an additional R1000 for 'new patient'. I think this should have been mention to be beforehand, as I would assume that because my doctor is not available and that its the same group, I would not have had to pay that fee again. I did not expect a quick visit to cost R2400 and I feel the R1000 was not fair and should be paid back to me because had they been upfront about it, I would have gone to a cheaper clinic. When I raised this with Kathleen, she said it is standard to pay a new member fee, even if I saw my usual doctor because they only waver this fee if you see the doctor every 6 months, and not just come for an annual check-up. I find this day light ******* and an abuse of the healthcare system
