Netcare not accepting downpayments on debt owed

My daughter was admitted at Netcare Linmed, when she was admitted I was phoned to say we will need to pay R7 000- in, after the Medical Aid settled, I nearly owe R13 000-, I phoned and said I will pay monthly R500- and if I can pay more, I will do so, now suddenly Netcare wants your payslip and expenditure, this is personal and as I divorsed parent that needs to pay everything, I really think this is unacceptale. I started paying this month, but actually paid R1 000-, but according to Netcare it is not acceptable. No wonder this country is going down, because if you try to pay debt, people tries to take more food from your plate.
