Lack of professionalism

I worked for the company from. February 2013 to December 2013. I resigned with 24 hours notice I owe them my December salary. Now i Trying to cut a deal with them but when I call rand hospital they send me to unit manager and she will tell me they don't have HR department and I should call head office when I call head office I'm transfered from o e extension to other with no response

So who should I talk to?
