Emergency Room / Casualty Poor

I was with a dear friend of mine had a stroke at around 9:40am. I called the ambulance and the medics came and stabilised her and transported her to Greenacres hospital.She was taken to casualty where she was briefly attended to and then left for over 30 minutes plus without a doctor being called to examine her. Her daughter was now with her in casualty by this time and noted the staff were sitting around looking like they were all having tea.She was then taken to Ward E where the nursing staff briefly admitted her . I arrived there around 11:10 still no doc had been to see her. Only after insisting that the nursing staff phone the doc did they make the effort to stress the urgency with the doc. Ward E staff were very helpful. The doc arrived around 11:25 for a brief examination. My query is that I have read in every article now that after a stroke every minute counts to determine whether a patient will survive and if so how severe the brain damage will be. Surely then logic tells a person that if a patient is rushed to casualty after having a stroke she should then be first priority up to ICU or high care and promptly get the CT scans etc to determit the damage and wher
