Do doctors have the right to victimise patients

On 8/1/2019 at11:00 my wife had an appointment at Scholtzpartners Diagnostic Radiologists Inc for a Mammogram ultrasound. We arrived at 10:45 and at 11:20 my wife informed the desk that she has been waiting 20 minutes. The person responsible for admitting her was relaxing as she had not received the paperwork upon which she was informed that the paper had be sent ages ago. Thereafter the first radiologist decided to bombard my wife insisting that she has the x-ray as well. Bear in mind that this was a decision between my wife and her doctor. After my wife refused the radiologist made her wait +- another 20 minutes as the procedure was apparently not ready. Appointment at 11:00??? Michelle also believes that the second radiologist, Dr Davel, was very rough in handling her breasts with extreme pain. Was Dr Davel vindictive because she could not squeeze extra funds from Michelle instead of placing care first? Was this an act of victimisation? Remember that this is a Netcare PARTNER.
