Critical Patients constitutional rights to medical treatment infringed

Netcare Unitas Hospital refused to give my sisters medical records to FedHealth on request as she was being transferred from Kalafong where Unitas had sent her and FedHealth has authorised her admission at Netcare Pretoria East, as Unitas Hospital has no beds in their intensive care unit or high care unit. Netcare Pretoria East now has to start the process all over again on an extremely sick individual.

What kind of Health Institutions are we dealing with. Is Unitas above the law? How is this even allowed to happen.
