Tired of lack of signal

I have a 4mps line, and I'm only getting 2.2 mps, I've done a speed test, then I get told I'm utilising other divises when I'm not, I just had netflix buffer, this has been happening alot lately, yet I stream through my laptop, I'm tired of the lack of signal that happens often
