flat out refusing service

I had technions come out to fix my internet that was dropping randomly (i payed for the call out), i thought it was fixed when they left but it starting doing it again and it was running much slower then before. So I phoned them to come out again to fix it but they refused and said the speed was expectable and they see no problem from there side. I don't know what to do now!!! very unhappy!!!!!
